Sauté onion, celery, and green pepper in butter. Stir in chili sauce and tomato juice. Combine half of this mixture with ground beef, bread crumbs, egg, Italian spice blend, salt and pepper. Press mixture firmly into a 23 cm × 12 cm (9" × 5") loaf pan. Bake in 180°C (350°F) oven for 1 hour. Drain any excess fat. Let meat loaf stand 5 minutes, then serve with remaining sauce.
